Budget & Grants - Borough Needs Program

Programmatic funding is provided to organizations that work to sustain, foster, and enhance the quality of life for Manhattan residents, neighborhoods, and communities.

Application: The deadline to submit the application is May 17, 2010 by 4 PM. To access the FY 2011 Borough Needs Grant Program Application click here.

All applications must be submitted as a hard copy. Mailed or hand delivered applications must arrive by the deadline date and time. Email submissions will not be accepted.

Applicant Eligibility:

Funding through this grant program is extremely competitive.  Receiving a grant one year does not guarantee receiving funding in subsequent periods.

Applicants must be a not-for-profit, community-based organization or a designee to serve as a fiscal conduit with such status. Documentation of 501(c)(3) status is required with your application.

Borough Needs grants are distributed through these City agencies only:

  • Department for the Aging
  • Department of Education
  • Department of Parks & Recreation
  • Department of Health & Mental Hygiene
  • Department of Corrections.

Any organization receiving a Borough Needs Grant will be required to enter into a contract with one of these managing agencies.

Project Eligibility:


  • Only program development and implementation is funded under the Borough Needs Grant.  
  • Manhattan residents/constituents must be part of the target demographic receiving services from the organization.   
  • Requests for general operating expenses are not encouraged.
  • All funds are distributed on a reimbursement basis only.  All funding is based on availability.
